On International HR Day, a symbolic date for the global people profession, Baku became the stage for a historic milestone. At International HR Summit 2025, hosted by Azerbaijan HR Institute, Turkic States HR Alliance (TSHRA) was officially inaugurated – a first-ever platform uniting HR leaders from across the Turkic world.
The launch ceremony gathered distinguished representatives from Azerbaijan, Turkey, Uzbekistan, Kazakhstan, and Kyrgyzstan, who stood side by side under their national flags to sign what many are already calling a turning point in regional human capital collaboration.
Bound by centuries of common heritage, language, and cultural ties, the Turkic nations are now weaving their collective identity into the fabric of modern organizational strategy. The Alliance sets out to foster cooperation in HR practices, leadership development, and workforce innovation.
“This initiative reflects more than professional collaboration – it is a bridge between history and the future,”
remarked Emil Huseynov, founder and director of Azerbaijan HR Institute. “From the Orkhon inscriptions that first captured our shared spirit to the talent strategies shaping today’s workplaces, we are evolving as one.”
The Alliance envisions a new era of cooperation with knowledge exchange across borders on HR policies, digital transformation, and sustainable talent models. Joint programs will upskill workforces, align education with labor market needs, and strengthen employer branding. Cultural synergy will leverage shared values while embracing the diversity of each member state.
Experts note that the creation of TSHRA places the Turkic world firmly on the global HR map, positioning the region as a collective force in shaping future work standards. The decision to unveil the Alliance on May 20, International HR Day, was intentional, reinforcing the profession’s mission to connect people, innovation, and growth. Delegates emphasized that the Alliance will serve as both a platform for dialogue and an engine for tangible projects.
As the closing ceremony spotlighted the five nations’ flags waving in unison, attendees described the moment as “historic” and “deeply moving.” The Alliance’s founding signatories called on HR professionals, business leaders, and policymakers across the Turkic states to contribute to the shared journey ahead.
